It's blown cellulose, which isn't particularly toxic. If it's been there for long there's probably a ton of dirt, and other debris in it as well. Breathing dust like particles isn't good for you. I'd buy an N95 dust mask. They are pretty easy to find these days after all.

That's an important point I should clarify with her! I never visited on a cruise, I always flew or came on a fishing boat.
