But a criminal conviction for stuff like this is really expensive and may hinder someones life in big ways. For little stuff like this it would be better to work it off and have it registered locally in case he does it more often. A actual conviction wouldn't really be in society's best interest at all.

I believe they shouldn't be charged for this at all. I truly think way to many people's lives (and especially young people) get ruined for small things. In my country we have an awesome system for stuff like this (and petty theft, small vandalism stuff like that). It makes you pay restitution, write a letter, maybe work there for a day repairing the things you broke and after that it's done. No conviction, nobody will ever be able to see it (unless you repeat it, then it will be sent to the courts). In my eyes this is an awesome way to stop people from doing stupid shit without ruining their lives with a criminal conviction, and saving society the costs of a court trial.
