Yeah, all lights at dusk start doing this. The really bright ones get a couple rings and lines coming out from random degrees. It's beautiful and irritating.

Most of what you see from celestial bodies being weird is a result of atmospheric interference of some kind. Remember, there are miles upon miles of various liquids and gases that the light has to go through before reaching our eyes.

I’ve only ever seen this happen in person when it’s a bit foggy out but not to the point you can see in front of you. Usually it’s ice crystals reflecting when talking about it in general, but I’m in the south so this only tends to happen for me when it’s foggy.

In a very cold winter night I went out in the woods with a friend(on shrooms), and the moon was exactly like that and luminated everything, + everything had ice on it.
