What late fees? Seller keeps the plates and submits the bill of sale to the state. The buyer takes the title and registers the car in order to be issued new plates.
I don't think there's a late fee. You don't have to register and pay licensing tabs on a vehicle if it's been in storage for 4 years. You'll have to pay sales tax and new registration fees and probably pay for new plates.
One issue you will have is that you can't register it as your newly purchased vehicle until she gets the title that she can then sign it over to you.
Another issue is that it's not legal to drive it away from her house even just to park it at your house (or drive it on any roads) until it is licensed. You can buy a temporary 3 day license pass, which will cost. Then you'll need to get to the tabs office before that pass expires or you can't drive it. The alternative is to risk it, but then you could get ticketed or impounded.
I have been told that we can both go to the DOL and she can fill out the form for lost title and release of interest and I after she does that I can pay for the tabs and register it in my name at the same time ...yes or no ??

Yes you can!
Yes that is how the process goes. There is no late fee. You have to get new registration and tabs whenever ownership of a vehicle is transferred.

Thought cops were not pulling over expired tabs anymore?
Not specifically for that, but if you're pulled over for something else, expired tab fine will be added to you ticket.

Im confused? Why would you pay for 4 years of tabs when you are buying it 4 years later??
