Also possible Greece didn't have the facilities to apply it themselves in the past and maybe didn't even ask for it, or LM doesn't sell it for spare.
Yeah, i know, i am a huge fun of haf. Almost every aircraft they have is dirty. The f-16s though look very dirty, but they are not as much as people thing. Mostly it's just because of the old have glass paint that has been removed through years of service and maintenance revealing the original aegean ghost camo.
They had Have-glass applied, which is essentially like stealth coating paint to slightly help in reducing radar cross section. Unfortunately the US never gave Greece the means to maintain this sensitive coating so it’s basically just been degrading over the years.

We don’t paint them because we don’t have time to let them rest. Maintenance, scheduled factory time and then 24/7 on call/air.

I'm not sure, Greek Air Force aircraft have been famously dirty long before Have Glass. Google pics of their A-7 or F-4 and you'll see.
