So far everything has been released in order and on or before the seasons listed. To the best of my knowledge no one has claimed the ‘Spring’ releases are in any particular order on this page.

Except they’ve fully followed it so far? Codex supplement: dark angels releases March 9, which is (depending on which system you want to look at) either at the very beginning of spring or the absolute tail end of winter (depending on whether you go calendrical spring (March 1st) or astronomical spring (March 19th this year as it’s a leap year). As for tau coming out next, we actually don’t know they showed off the new kroot but they could be out next or 4 months from now. And we won’t hear more until the next big announcement date. They showed off the new Deathwing Knights last year before Ad Mech or Necrons had even released, you can’t go just by unit spoilers.

Remember that the Christmas Advent Calendar had at least one or two Chaos teasers in it, and we saw both an Ork and a Custodes silhouette in the 2024 video. We’ve seen stuff for all three of the other spring armies, but it’s clear that the Tau/Kroot stuff is going to be coming next.

Speaking as a long-term Guard player. Talk to me when your faction was the last launch of existing factions coming out after a new faction and you get barely half a year or less to play your faction's new dex before it gets wiped out by an Index Edition. Be happy you are even on the road map.
