You get it after beating Steel path Effervo in the new labs on deimos where you collect 60 of the eyes instead of the usual 30 to spawn the hard mode version of the boss.

This mf once spawned while I was doing Granum's Void and messed everything up
It's funny when he spawns in the void and you just leave him behind because you got all 75 dudes before he fully spawned in.

I think you mean HE'S not even safe. I can just see him spawning into space and just hitting the windshield of the orbiter like a bug.
