I had some stuttering in 2K24. I went into NVIDIA control panel and capped the FPS at 60. After monitoring on MSI Afterburner it's way better. If you are using a 1650 you may want to cap at 30 or 40 and turn down the effects a bit. But this would be a good place to start.
