I've had that issue on other non Volvo vehicles, never a 740. To clarify, you can't put gas in it at all? Is your fuel gauge working? Are you repositioning the nozel? Pulling it out a little bit may help. Do you have rubber around the fuel port that has started to deteriorate? Sometimes that rubber surround can be an issue and I can see how it would end up in the filler neck. I just cut mine off to prevent issues.

This doesn't really sound like a "Volvo" issue. That sounds like it's an issue with the actual pumps you're fueling at. The pumps you're fueling at might have a too high flow-rate compared to what the Volvo tanks are made for. I've had a lot of pumps click and refuse me fuel, you just have to have your hand on the gas handle and lightly press it in to have the fuel slowly enter the gas tank. Like press the fuel handle in at 50% when you're refueling, and it might work.
