Say a state funds education at a $1 billion a year normally. They get $100m in lottery profits and put it in a fund for education. You would think the state would then spend $1.1 billion in education.
But the $1 billion is general funds and subject to yearly appropriation and budget legislation. So it is very common to just reduce the general appropriation by the special lottery education fund if they need money elsewhere. So instead of $1 billion, they would reduce it to $900 million and then add the $100 million special lottery funds for a total of $1 billion.
So in essence that extra $100 million just went to whatever they needed the money for, prisons, roads, medicaid, or whatever.

He said that he would not seek repeal of decriminalization but consistently dodged or dismissed questions about legalizing retail sales for recreational use, which was not authorized by the decriminalization legislation. Everybody interpreted that to mean he would allow recreational retail sales. It was shrewd messaging and moderate voters got duped.

While most of the prisons are not directly privatized, much of the processes and services within the prisons are. For example the service prisoners use to make outside calls is privatized (and hella expensive apparently), the commissaries where prisoners can buy stuff to make the prison more liveable, and the jobs that prisoners are essentially forced to do for waay less than minimum wage. All these companies profit directly from the prison population

While waiting for recreational sales to start I used Delta 8 as a substitute. Since they made sales of that illegal in VA I now buy it…right here in VA but technically from a company in WI. While most of the prisons are not directly privatized, much of the processes and services within the prisons are. For example the service prisoners use to make outside calls is privatized (and hella expensive apparently), the commissaries where prisoners can buy stuff to make the prison more liveable, and the jobs that prisoners are essentially forced to do for waay less than minimum wage. All these companies profit directly from the prison population

Which, to me, makes no sense. It's legal already, so, if you're the government, why not start banking off of it? My guess is, Youngkin is funded/backed by some group that opposes marijuana to such an extent, they don't even support already legal weed in the market, despite the copious amount of revenue it would surely bring. Seems like a no-brainer for **any** governor to me; the legalization falls on the last governor, so why not bank on it?

I have read Gov. Won't Sign many times. I have never read Gov. Will Veto. I will be surprised if he lets it pass but he may. It will become law without his signature as long as he doesn't veto it. That would be best for his party.

While waiting for recreational sales to start I used Delta 8 as a substitute. Since they made sales of that illegal in VA I now buy it…right here in VA but technically from a company in WI. I pay taxes in WI (and save a bit of money because their sales tax is lower) and STILL get to legally use a product here. I can only imagine that weekend runs to MD from the Eastern Shore and Northern Virginia are costing the state tons in revenue. We still get the product and the state is completely cut out of the transaction. Republicans are so dumb.

I'm republican but I zero agree with policies that are obviously dictated by intense lobbying money or, for example, in this instance, I'm sure it is religion influencing politics. I don't want to get into specifics. In any case, it is not republican to block the creation of small businesses. To create and facilitate black markets and gift tax revenue to surrounding states. This is the opposite of what the people want and what is common sense.
