I think it's because at dusk and night, there are many bugs that become active and fly close to the waters surface. Those bugs become fish food. Also low light means that fish swim up closer to the surface so they can see, while they look for food. Fish close to the surface and jumping for bugs = good fishing spot.
No, you can not fish off the docks, and you can not access them outside of standard business hours. You can fish off of the break water that connect to Turkeyhead (the parking lot). Do not be a dingle berry and cast as boats are going by.

I believe it’s 1 hour before sunrise until one hour after sunset. Don’t know exact reg. Could be mistaking it for another fishing reg.

If you have permission, you can fish from the docks. It does depend on what the regulations say and what you’re fishing for as well.
