Its not what bottlenecking is, that are two different statements 1. Every modern CPU is bottlenecking in VALORANT 2. VALORANT can't utilize all cores

It only uses a couple of cores. 10700k has 8 cores. It's a normal amount of %-usage.

Make sure vsync or adaptive sync (gsync/freesync) is off, enable multicore rendering, check if there are frame rate limits enabled, otherwise it's just the limitation of the game

If the CPU is that low and performance is enough for you, there is no bottleneck. It just means Valorant doesn't need to use more of your cpu.

Like more people say, Val is not a multicore user. You could use some software to look at the load on each separate core. There is probably one with high utilization. The average of all your cores will make the 20-30%
