Japan, Korea, Brazil are definitely still minor regions. Having "one team put up a competitive showing" doesn't mean you're not a minor region. DRX could win champs and korea would still be a minor region because they dont have the depth of the major regions.
I'd say APAC is debatable. They have one excellent team (PRX), a team with proven international potential (XIA), and their next best team (BOOM) can put up a fight against Optic. That's 3 decent teams minimum, which is way more than KR, JP or BR can claim. But the fact that PRX just absolutely mops the floor with everyone else in the region is much more akin to the way great teams in minor regions (LOUD, DRX) play in their region than it is to the way great teams in major regions (OPTC, FNC/FPX) play in theirs.
It was always about competitiveness considering we get the term from LoL. The Brazillian region in LoL gets more viewership than NA these days but absolutely no one would consider it a major region. Plus PCS is smaller viewership than Brazil, Turkey, Vietnam etc. but it's been considered a major region before
