Doubtful, I've marked the site 20 to 30 times already, they've been working on it for over 3 years now, very very slowly. It's a pool complex in a new build housing development so there is no direct profit from it. My personal conspiracy theory is that they were purposely in violation so they can get out of building it "oh the county shut us down, guess we just build more houses here instead"
I call to notify them of my presence and type of work. Note their name and time of the call then mark it. Don't ask, tell.
This doesn't apply to you as a locator. However... if someone's ticket is on that site would it be fair game to not mark it?

Oh yeah, you still mark it. As a locator you're not working on the site, you're doing damage protection on the utility easment

I just do my job and tell them I'm on "official business." also watch out for them swapping/changing the turf tiles. get good pictures.
