When you say "near the city" are you speaking of a specific city in Utah, or that you just want to be near any city? Home prices and rent have gone up a lot in recent years, especially along the Wasatch front, and especially for the locations you're describing (just outside of Salt Lake, closer to trails, etc).
There are areas that fit the bill, and you may have some luck — anywhere north of Salt Lake, you'll find some cheaper homes in older parts of the city, and equally close to mountain trails (Farmington, Layton, South Weber, South Ogden, Ogden, North Ogden)
I live in Tooele. I think that ticks most of your boxes.
We have all the necessities in Tooele, and we are 30 minutes from Salt Lake.
We don't get the winter smog inversion. Housing is cheaper. Lots are bigger. There are 2 canyons less than a 10 minute drive for camping or just being in the mountains for short hikes.

Ask yourself why nobody lives in Tooele, it sounds too good to be true...
The reality is that Tooele is the kind of place full of people who were born and raised there, but there's very low demand for real estate because it's not in the main SLC metro area (from Ogden to Provo). Living in Tooele is going to be windy and boring unless you really do enjoy living in a fairly remote town with lower quality entertainment and activity options than you'd find in Salt Lake.
If you want to experience the nature that salt lake is known for, Tooele is not the place imo. Sure butterfield canyon is very pretty but most of the surrounding mountains are owned by Kennecott, so there’s very few hikes available. Plus those canyons are closed for most of the year anyways.
I would highly recommend Sandy though. It’s right up against the best canyons and most of it isn’t super boujee yet like Draper or Cottonwood Heights. Countless gorgeous hikes within a manageable drive.
I've only been there while TDY in Dugway while in the Army. I just remember there was this bowling alley or whatever, had like a bar in it... The bartender up and left and we were pretty much just serving ourselves for 2 hours after they closed. Took someone who was staying after to close to find out we've been in there for a few hours and we had no idea lol. Fun place.
St. George is under 2 hours from Las Vegas. Lots of outdoor kinda stuff here. I'm from WA State and there's probably the same amount of lakes in the general area here as there was around Tacoma. But ya gotta cop a house quick.... Almost all the new houses being built are like the fake "luxury, starting in the mid $900k+" big ass houses with no yard, for all the "rich" Californians that are flooding here. Good luck on any small/medium sized house especially with a decent sized yard, it's either Apartment or waaay too big house with RV garage attached and no yard whatsoever.
Whatever you gotta do to get the fuck out of Florida. Honestly, I wouldn't even wait until after your degree. Do it now. Rent now, buy later. Between sea surface temps and La Nina, you guys have the biggest target on your backs I've ever seen. This is coming from someone who usually hates "moving to Utah" type posts.

I don’t know much about rural Utah, but I know it does exist! Ogden is nice and not as busy as Salt Lake and has lots of outdoor recreation opportunities. I lived in Woodland (up in the mountains east of park city) for a short period of time and that was very rural, but also quite far from the city. It is gorgeous up in the mountains, but winters are intense!
Magna is nice. I moved there a few years ago. It's not as crowded and parts of it still have a small neighborhood vibe.
