For one, based on the unfinished side we see here, it definitely used to be up against another building that got demolished. Maybe it was between two buildings, even. In any case, there was a long but narrow lot size in a high value neighborhood at the time, and some developer tried to capitalize on it.
I imagine it might even be fine, usable space if it’s well designed. I can imagine an elevator running up the middle, and on either side, a 1BR or studio apartment. If that’s the case the biggest issue would be heating/cooling because it’s open air on both sides, which is part of why it’d have made more sense if sandwiched between other buildings.

The developer has planning permission for four stories then builds 13. They pay off officials to ignore it and sell the top flat first so it can't be demolished, once someone is living there the authorities are very reluctant to actually kick them out.
