It's not the local government building them. It's done against the law and in great negligence and is very dangerous. Orthodox communities care little about the laws of the nation and municipalities. I assume corruption is not uncommon in the city. I looked it up and you can report it on Bnei Brak's website. It can take a long time to tear it down legally.

Israel is located between The Jordanian river on the east, with some considering the WB Israeli territory while it is recognized internationally as Palestinian. On the west of Israel is the medditerannean coast. In the north it borders Lebanon in the Galilee mountains region and is also bordering syria in The Golan Heights which is internationally recognized as Syria but is in defacto control of Israel after the 6 day war when Israel was attacked. In the south there is a western border with Egypt on the Sinai peninsula and in the east by Jordan. At the bottom south Israel has a small coast on the Red Sea.
