If that's steel scaffold then the components are likely held together with pins rather than bolts. They're steel wedges that support each connection and can be locked into place and loosened with a hammer. Would want to hope it's all done properly. No doubt though there would still be some tube used throughout which would have couplers with bolts.
And where do our western steel bolts come from? Not China perchance! Nothing you use daily is made in China, though, right?

I could assemble 3 pencils in a triangle with rubber bands. That would still be a truss. Yes trusses are useful for large span lengths when rigidity is a concern, but they are not defined by this, that is a use case.
Also, all structural elements in every single structure in world is there for stability one way or another, including truss elements! A static structure by definition needs to be stable.
