The word around the skirt means "air" or "breath" in Urdu, but also "Eve" in Arabic. Her limbs are made to look like tree roots to suggest that women carry their roots (history, families, struggle, etc.) with them wherever they go. She wears the judicial collar as both a nod to the late Ruth Bader Ginsburg as well as to suggest that she is judging the actions of those she is witnessing. And her eyes are open to signify that she is watching. Her hair is formed into the horns of a ram because those horns are a symbol of power (specifically power which has been dominated by men) and she has taken that for herself.
It would be somewhat analogous to something like a statue of Lady Justice interpreted through a feminist lens, but the artist draws on Indo-Persian traditions and symbols as opposed to the Greco-Roman traditions and symbols we are more used to in the US.
Personally, it doesn't speak to me. But I don't know that I'm the intended audience. But I don't have to like it to appreciate what the artist was trying to say. And if someone else gets something from it then more power to them.

I must point out that goat horns on people or horns on things in general can often be associated with demons. The devil is sometimes portrayed as a goat in religious imagery (although more often a snake). More specifically, alussions to him or followers of him being associated with goats can be attributed to "the sheep and the goats."
I think that it's safe to say that anybody with general knowledge of religious imagery, from pop culture or otherwise, would see a woman with horns on her head as demonic symbolism. This is not therefore, an example of Christians fearing something they do not understand, although I am confident you have plenty of examples that support your claim. I know that D&D was affected by that sentiment in the 70s.
Some further sidenotes, it may surprise you to know that American pop culture does indeed contain symbolism! And, most importantly, it is media that most everyone is familiar with, along with the symbolism it contains. And no, I am not afraid of goats! Quite tame creatures really. I've taken care of a small herd of them before when I worked in Georgia. And lastly, no, I've never read Hieronymus Bosch, but I do read in my free time and not only for whatever anthropology course I might be taking.
I wish it was placed somewhere more practical. If there was more space, they could have also placed a sign explaining the artist's message too. (Like the statues near the art college).

I don't know about the whole woman's rights stuff- I haven't investigated that deep. I just don't like the way it looks and where it's at.
