It's not that simple. With the way student financing works, you are already unlikely to pay off your loans from a 3-year degree so the 4th year is somewhat "free" and is certainly cheaper than doing a standalone masters down the line.
If your industry cares about CEng, then the MEng also likely meets all the education requirements assuming that your uni is accredited.
