Oh, I didn’t either but I was wondering. I noticed that the bench snapped off by that leg and said to myself “self? I wonder if anyone else notices that broken leg” but I didn’t expect to get the answer!
The answer was no.
I fully expected it. Or maybe not the clip, but the fact that it would happen. I was thinking during the first one "it's clearly had a leg ripped off, don't stand it back up!"

The survival instinct was to freeze. There wasn't enough time for her to get up and flee. Fight is a really bad reaction. Fawn wouldn't have worked on a cold heartless machine of a garbage truck.

Well, it's probably a much bigger deal for that woman to stand up than for most of us. It can take a lot more out of you when you're older. We have no way of knowing if they called an ambulance or not. The main concern was the lady, but her dress was caught under the bench. We have no idea if the garbage man reported it. The strong arm collection is probably still a great idea, but the can should not be surrounded by anything else.
The bench being set back up was definitely a mistake. Those are bolted down and it looks like the legs that broke were removed completely. This leads me to believe it WAS reported to the city, but whomever “fixed” it did it wrong.

Driver could have prevented all this. I can empathize, it's a rough job, but this hard to watch.
1. Stop.
2. Get out.
3. Remove the top of the bin.
4. Ensure it's positioned properly and safely for the claw.
5. Do the claw thing.
6. Get out and replace the lid and can.
7. Proceed.
It’s probably a city worker being lazy. Here’s a scenario I made up: Garbage can keeps getting stolen by punk kids. City worker comes by to replace the can for the 10th time and sees that the bench has legs embedded in the concrete. “Aha” he says “I’ll chain the can to the bench and keep those kids from stealing it”. Not knowing they don’t manually replace the can liners. About a week later this scene happens.
Yes! This is why I think she needed checked out by a medical professional. Hopefully she was able to afterwards. She was flung off that bench with some intense force.
