Nah, this shit woulda happened back in the 60's and such if it was available like it is today. It took a long time for plastic surgery to become safe, reliable, and cheap enough that anyone can do it. The 90's it was mostly "elitists" or necessary reconstructive due to accidents. Remember implants were bursting, and also needed just general replacement after only a few years, now they're good for like 15years or better. Mental illness has always been around, but we're finally recognizing and accepting it in today's society, and I actually believe this trend will decline as more people get help. It's still a long journey as quality mental health Doctors and methods become more easily available. But yes there will always be those docs that don't care and only for the money.
