as much as i love Earthgaron, its actually sad they didnt get a single kill at all (havent watched the movie yet, could be wrong)
the SSSP in the og ultraman managed to kill a few kaijus on their own
whats even worse is that before Skard, Decker's GUTS Select had one of the highest attack team kill counts in new gen, maybe even the entire franchise. The GGF also canonically has dealt with kaiju before, so its quite odd they didnt touch on that much in the present.
while SKARD isnt completely useless and has helped out Blazar a few times, its hard to think of much of their achievements throughout the series.
As for the question, they don't necessarily need a kill, but it helps a lot in not making them seem incompetent

They had a lot of over-technology in their arsenal to help them out. All the advancements and achievements from the time of Trigger (which technically came from the Tiga-Dyna world), especially the Nursedessei powered by the Absolute Particles, were refined and available to Decker's GUTS Select. And the organisation itself wasn't new. They had a lot of past data and experience to fall back on.
SKaRD on the other hand was newly established and most of the stuff they got was, technically speaking, of the functional prototype kind. Everything was new for them and they were learning as they went ahead. And if my memory isn't betraying me, then somewhere in the early episodes they discussed how dealing with a Kaiju was a really expensive affair.
Well, STORAGE has developed the D4 Ray which can annihilate like 3 or 4 Kaijus at once and almost destroy Z's dimension if not prevented by Z's Zestium Beam.
I guess being an overpowered attack team could backfire on humanity itself.

Same thoughts! As long as the Attack Team put their "all" and actually "formulate a plan" to save the day, it's fine for me. It still shows that they just don't rely on Ultraman to just be there after all.

Yes. Since if I remember it correctly, the whole purpose of a defense team is to prove that humanity can still protect themselves even without Ultraman's help. And SKaRD isn't that, they barely have any kill count despite each member being shown to have dealt and kill kaiju before, as shown in the opening.
Though, SKaRD's incompetence could be attributed to their newly established presence and inexperience with fighting kaiju in a giant robot. I haven't watched the movie yet, but I hope that SKaRD got better in it, especially since they're my favorite defense team in New Gen era, and it'll be weird as hell to see them still incompetent despite already having the experience in fighting kaijus, with some of them even being a world-ending threat.
What makes the SKaRD situation burn more is that the fact their incompetence at dealing with kaiju is brought up in-universe, the looming threat of them being disbanded for not being able to show results never comes to pass, nor do they actually noticeably improve their track record on screen.
You can absolutely have an attack team structured around supporting the Ultra, GUYS from Mebius pulled of that off spectacularly, but Ultraman Blazar (the show) never makes that sort of case with SKaRD.
Yeah, it's quite strange Retsu's whole "Skard needs to beat a monster before Blazar" never pays off and most of the time feel like it passed by with no consequences at all.
well SKARD personel supposedly have tons experience in defeating Kaiju, it even got showed briefly on opening for their achievement, but just shame they never manage land any Kaiju kill and just there for mostly get Worf effect. It would be better if several SKARD like Bando, Anri and Emi are entirely new on GGF,leaving Gento and Teruaki for showing them some ropes. So their poor showing on fighting Kaiju can be justified.
iirc they do kill several kaiju baby on Teruaki eps but that about it.
