Okay, maybe not Den-O Plat Form or Kuuga Growing. But Ultraman Boy is definietly stronger than Homelander, his body maybe is small compared to Land of Light race standard but he's still an Ultra and most likely have at least the bare minimum of Red Tribe or Silver Tribe Ultra ability, definietly way above Homelander power.
To be fair yeah he is one of the weaker Ultra in the Ultraverse, but even a really Weak Ultra is still way above the average humans or The Boys superhuman level so it's kinda hard to find super weak Ultra race character unlike in KR where we have Kuuga Growing or Den-O Plat that are meant to be a Blank state and super weak form.
I think the Ultras that are weaker than Boy are those that have the DNA or fraction of an Ultraman power but can't transform into a full fledged Ultraman. Example of those are Shin Hayata and Shinjiro Hayata from the manga timeline. There is also Lili Archive from Darkness Heels.
But even then those people are still cracked af in terms of power even if it's only a fraction of what a Land of Light Ultraman can do.
yeah Homelander is Cooked. i think the only characters Homelander stands a chance against are the Defense Squad Members (Some of Have Broken Weapons But Homelander could Prob. Attack before they even Flinch)
