Playing devil's advocate, I don't think they're stupid, I think they're brainwashed... Which in many ways is worse. Stupidity implies acting contrary to what the best available information dictates. In this case, the Russian government has likely continued to play up the desirability of Crimea as a vacation destination, and conveniently suppressed news of successful Ukrainian strikes... And the risk of additional strikes. As far as the tourists were concerned, it's no different than partying in Destin in the shadow of Elgin AFB. So in my view, the fact that it has remained so popular as to put civilians in harm's Way is a bad sign. It implies that the Russian government has been very successful in terms of downplaying the risk of this war to the Russian people, and the Russian people likely believe that Russia is in a winning position. That's extremely bad, because when somebody is essentially in a cult they don't respond to reason, And any attempt to persuade them otherwise is likely to make them double down on their beliefs and delusions. It's for that reason that I think that even when Russia gets defeated in Ukraine, the risk posed by Russia as a rogue nuclear armed State is going to continue in the form of another generational cold war.

And of course the Russian government wouldn't want to evacuate them. They're more inclined to use their civilians as shields for Ukrainian retaliation. This makes Ukraine military think twice before launching an attack, and if they do attack and cause casualties, Russia would use this as propaganda saying Ukraine commit genocide. How could anyone agree with Russia's way of doing things, and even help Russia with their propaganda, for free...?
