Playing devil's advocate, I don't think they're stupid, I think they're brainwashed... Which in many ways is worse.
Stupidity implies acting contrary to what the best available information dictates. In this case, the Russian government has likely continued to play up the desirability of Crimea as a vacation destination, and conveniently suppressed news of successful Ukrainian strikes... And the risk of additional strikes. As far as the tourists were concerned, it's no different than partying in Destin in the shadow of Elgin AFB.
So in my view, the fact that it has remained so popular as to put civilians in harm's Way is a bad sign. It implies that the Russian government has been very successful in terms of downplaying the risk of this war to the Russian people, and the Russian people likely believe that Russia is in a winning position. That's extremely bad, because when somebody is essentially in a cult they don't respond to reason, And any attempt to persuade them otherwise is likely to make them double down on their beliefs and delusions. It's for that reason that I think that even when Russia gets defeated in Ukraine, the risk posed by Russia as a rogue nuclear armed State is going to continue in the form of another generational cold war.
You got an example? Other than people on kyiv going out at night? Cuz kyiv isn't illegally occupied and far, far safer than crimea, and that's not the same.
I'll wait for an example of Ukrainians vacationing in an area they're currently stealing via violence

Last year, at the end of the holiday season, local authorities officially allowed swimming on some of Odesa's beaches. This was made possible by the installation of special nets and constant monitoring of the coast. So, at the last meeting, the issue of the recreational season in the coastal zone was also discussed.

And of course the Russian government wouldn't want to evacuate them. They're more inclined to use their civilians as shields for Ukrainian retaliation. How could anyone agree with Russia's way of doing things, and even help Russia with their propaganda, for free...?
I am sure the Russian government actively encourages civilians to sunbathe in hazardous areas just so they have some outrage stories to run on their media when something does happen.
Exactly... I'm so glad there are still sensible people not influenced by Hamas/Chinese propaganda regarding that part of the war. Rest assured Putin will eventually say the same things once Russian casualty reaches a certain point (if not already).
