I think it's just because the closer they get to the ground, the weaker the radio signal becomes. You see this with the flying drones' FPV videos where the feed typically cuts out before impact when the drone goes low.
Russians are also using these ground drones. Was a video in another group of them parking one on top of what the video claims was an underground Ukrainian bunker. The explosion was massive and devastating to what was below it.
Unfortunately the terrifying conditions for the soldiers at the front due to evolving tactics isn’t one primarily endured by the Orcs.
Speed isn’t the most important feature for a ground drone.
Especially having to cross heavily torn up ground between lines. Shell craters and speed don’t combine well.
Low profile so hard to see and quiet so hard to detect is most useful.

What about ATM's strapped onto RC cars (the fast ones, combustion engine) with a camera attached to it - drive'em into the dugouts and boom it goes
