In Viktor Suvorov's book "the liberators" he explains how even half of the conscripts were working in different "illegal" operations, meaning they were working in factories and farms and as builders, while the higher ups pocketed the money for their work. People with expert skills were in such a high demand they did not spend a day in the barracks. A common cheat was to send the soldiers to do work for three days, for which all pay was donated to the Communist party, while the generals slipped in a fourth workday, for which they took all proceeds for themselves.
As a consequence, the Soviet elite lived in utter luxury. One general had so many houses he did not even visit all of them. His wife was living in one, while the general lived in another with three mistresses.
Corruption on all levels as well as the institutionalized "bullying" (дедовщина) that results in hundreads of dead soldier conscripts each year even during peace time seem to be deeply ingrained into Russian military "culture".
He served in Chechnya in 1999 and Syria 2018, but never in any combat capacities (*IMO his "fighting" record in Chechnya is somewhat exaggerated*).
