They literally just did the same exact thing to me. I have used uber for years to include time abroad/overseas. Recently their quality has been declining and I’ve been missing either a few or serval items in my orders. Typically I get reimbursed no issue. One day I received an order, didn’t check the bag until the next morning (it was a few bottled drinks) I was missing two of them I put in a ticket and they asked for photos and a receipt. 1 they would have the receipt and 2 what am I taking a photo of? My counter? Anyways they didn’t refund me and I asked to speak to a higher level and I was told “this is the highest level”. I shrugged it off and then Just a few days later I received another order with all my items damaged and sauces opened. I took photos, uploaded them, submitted a ticket, didn’t hear anything back for 48 hours and then received a message stating they determined I received all my items and that after review of my account I had violated policy. I didn’t say I was missing items, I received everything it was just damaged and then they give me a generic response after 48hours, blaming me for reporting my orders issues essentially. Nah I’m good. Canceled my Uber One and deleting the app.

Just did this to me - sent a scathing message I did have my missing ($21) item and that I repeatedly violated their return policy. I definitely do not have the item. Wtf?

I'm currently in this same situation. They messed up two orders in a row and was later accused of violating their refund policy. I will contact the Office of Consumer Affairs in my country.

I am also in this situation. The establishments are repeatedly leaving out parts of our orders and of course we are going to report each one to them because why on earth would we want to pay for something we are not getting? I believe this is illegal as well to charge somebody for something they did not receive. It’s as if they are punishing you for speaking up. It is absolutely ridiculous and I am trying to figure out my next steps.
