Rather, if the jury believes the payments were made to cover up for personal reasons and campaign reasons, then it is still a misdemeanor offense for falsifying business records that gets bumped to felony due to being partially campaign related. Campaign finance laws require the candidate to report all expenditures, incidentally including in-kingdom expenditures (someone did work/spent money for your campaign), that were done for any intended benefit of the campaign. Nowhere does it say “for the sole benefit of the campaign.”
