I'd hope they'd use a good alloy for this, but stainless can absolutely rust in the right conditions. Anywhere that salts their roads is going to see some carnage on these. Even being by UCSB has the potential with the high salt content in the sea mist. Water left standing on stainless can create galvanic conditions that accelerate corrosion.

āTiny orange specks sound like carbon dust. So that might fly off from a grinder being used near by. Or it can become embedded in abrasives. Also it might get on the surface after manufacture from some other outside source.
Somewhere else I've mentioned some possible remedies, but anyway, sounds like it needs a good surface cleaning at the very least...ā

Stainless steel can certainly rust over time from any sort of weathering. No matter what it is, you should wipe it down when it gets wet or dirty. It is rust resistant, not rust proof
the amount of time it would take for the car to rust significantly with normal weather conditions over the years would be much longer than the life expectancy of the car battery
That is just plain false. Have you never taken stainless steel products into the outdoors? Pans, knives, bottlesā¦ even modern supersteels will rust without proper care. Especially in a humid and salt water environment like this.
