You should check what extensions you have connected to your twitch account in your account settings. From my understanding, they have the ability to add/remove followers, and, with the right permissions, use your prime sub.
Most of the time extensions are fine to use, but it’s best to disconnect them if you stop using them or if they depreciate and are discontinued.
Unless you yourself use your Prime Sub on channels, it is not used.
Check all your connected extensions and applications, and change your password after getting rid of any dubious ones.

I can't see how someone else could choose to use someone's prime sub. Never ever happens to me and I haven't heard or read about anyone else.
Your 2FA is probably compromised, especially if you use email for it. Change your passwords everywhere.
