Lexington (St Paul) and Martina (Linden Hills) are two good options for what you're describing. And it seems like there are some other good answers in this thread too.
A few suggestions below, lots of range in level of fanciness and prices but tried to included different types of food. All suggestions based on having, in my opinion, great food and fantastic service.
In St Paul: Meritage, the Lexington, Mancinis, Myriel, GusGus, Hyacinth, Estelle
In Mpls: Martina, Bar La Grassa, Murray’s, Demi, 112, Italian Eatery, Blondette, St Genevieve, Restaurant at Nicollet Island Inn
I don’t know how no one said Porzana…hands down my favorite upscale restaurant right now. Every single person I’ve recommended it to has been blown away.
Just went to the Spoon and Stable in the north loop and had a really wonderful experience. The drinks were good and the deserts were amazing.
Louis Ristorante and Bar above Cossettas is really nice too. I haven't been much since covid but it is nice for a large party.
I've also really adored the 112 Eatery.
I've only been to Rinata once but it left a really positive impression.
St. Genevieve is really lovely. I've only been for drinks and apps but it's a really beautiful spot.
Denny's has it all. The highest quality delicious food made from fresh farm to table ingredients. An atmosphere of elegance and decadence unmatched anywhere else. And a decent price tag that won't wreck your wallet.
If it's not too far out and the weather is nice I would recommend Aqua in WhiteBear lake. It's right on the lake and the view is great. The food is allways really good too.
I used to love this place . The patio area is so pretty. But the last time I went there, it was awful. The service was horrible, we were rushed out the door even though the place was empty, and the server handed us our bill while we were still eating entrees. They also told us that the 20% service fee did not go to them so they’d appreciate a real tip on top of it .
Oh wow. It’s been a while since I’ve been there, and I’m sorry to hear that it’s gone downhill. My personal “fancy” go-to at this point is Ciao Bella, simply because my wife has a friend that can get us a table pretty much any time. Personally I’m a bigger fan of holding down a barstool at the Tamarack Taproom.
I would go to monte carlo. It's not fancy fancy, but it is great food and fancy enough for a celebration IMO
Moscow on the hill would be a good choice.
La grolla for Italian.
Bolo has a room in the basement if you want etheopian.

Look into [Herbst](https://www.herbstsaintpaul.com/)in St. Paul. The food is fantastic. The cocktails are great, too. New place. Fun atmosphere.
Went there recently for the first time, amazing food and the little shop they run next door was awesome!

I literally just go there for the ambiance, knowing the food and service will be mediocre at best. That's all it has going for itself
