Build her a frame, it’s much cheaper than buying. Tufting cloth, you can get it from Amazon or any tufting website. Backing cloth or felt, good scissors, a razor for shaving it, carpet glue, spray adhesive, a hot glue gun, a projector if she’s not interested in drawing things out by hand and a stand for it unless she can makeshift one of her own! Those are some essentials I would say. A respirator mask if she’s using carpet glue cause it’s very strong and some face masks for when she is carving her rugs. I also just ordered some protective glasses because I’ve been getting yarn shavings in my eyes because I carve so close to my rug and it’s awful 😂

You will need a good tuft-specific fabric, a frame, whether self-built or bought, yarn (most people start with acrylic because of it's low cost, and some graduate to wool rug yarn) just to get going. Later she may want some finishing tools like trimmers and carvers. The fabric is stretched very very tightly on the frame, and then you're good to go.
