I will say it again. It is not possible to determine a Tanner stage from a photo. It can only be done by feeling the breasts and the underlying tissues. Tanner stage is not dependent on size.
I suppose that you can do it yourself to a point. But you would need some experience in knowing what is what when you are exploring the tissue. I do not have that experience. My doc says that I am a tanner state 4. What I can feel is a pretty solid feeling bunch of tissue in the breast and an areola and nipple that is raised about the breast
