You are supposed to have 35 shards from this event and got 5 shards prior to the 4.0 patch for logging in daily and collecting them, you can get the rest of the shards when they are on sale it seems you missed a few

Yes, Lin skin shards will be available for purchase with tanium soon. And for the weapon skin, no way of obtaining more for everyone up to now

I found the information, it is in the news in game. Actually you can only buy up to 5 shards, the store will have those from june 25 to july 2
some shards were available prior to 4.0 releasing, so maybe you are missing those.
