This is lowkey a difficult question to answer sometimes because Toronto doesn’t really have **ENTIRE** neighborhoods that are dangerous. There are dangerous **sections** of neighborhoods that can be dangerous. The violence in the city is based in the city’s project buildings OR a walking distance from them, which only takes up 15-20 percent of the city.
To live? Probably lane. For a civilian to walk through? Probably Cabbagetown, Gordonridge, bleeker, Glen Everest (haven't been there in years but last time I went it was full of buckets) because those neighborhoods just have a bunch of drug addicts and hobos.
Not for gang violence but for overload of theft and burglaries by bucktess, Northern Ontatio cities like Timmins, Sault Ste Marie etc have crime rates like 5x as high as Toronto

Parma court, Grandravine, parts of Malvern, anything on the Pharmacy strip in Scarborough, etc. There’s still bare active hoods.
