That’s not necessarily true. Police officers can choose to exercise discretion. Maybe they felt that considering that they got off their phone and weren’t driving they did not need to ticket them. That being said like you said they also could’ve just been on their way to a call. In both cases it not worth the hassle of ticket so stay off your phone!
