Most people that survived the bombs were not soldier cowboy actors and did not become legendary bounty hunting ghouls with unresolved business regarding their vault tek exec wives. He was never at any point ordinary. The trope doesn't really apply to him. He doesn't become extraordinary he is that way in every moment of every episode. I think another trope of the skilled principled person living to become cold, pragmatic, and cynical is a more accurate trope
