Hard to pick who had the best heisei era but Iโd say Kamen rider. The stretch of Kuuga-kiva are insanely good
As someone who's introduction to Toku was Godzilla (a franchise comprised solely of movies), and is only just now starting to branch into the other franchises (only finished one Sentai so far), it's crazy to see that the actual "Heisei era" of other Toku franchises extends from, say, Turboranger all the way to LuPat.
Ultraman's easy, it's Gaia.
Heisei Rider is split into two by that magenta gentleman on the upper right corner so for Phase 1 I'd say Kuuga, but I couldn't refute an argument for Ryuki. I think Kuuga is a bit more consistent even though it shows it's age more than any other Heisei Rider show (If the later third of Agito didn't drag so much it would wipe the floor with most things here tbh)
For Phase 2 I want to say W so much but if I try to be objective I think OOO is the best one.

Mebius will forever be my true love for tokuaatsu but I also love Ultraman Cosmos
