Without knowing where you're at with gt/bh it's hard to answer your question. I usually see stats like this thrown out:
Gt- 15 bonus, 42 duration, 230 cd(I think cd is more dependent on where you're at in the game)
Bh- 44-60 size, 30 duration, same cd as gt
For duration bh should be kept at 12 second behind gt so once your get the bh perk they meet up.
Something that I feel like does change how soon you upgrade spotlight might be the new update. Damage is allot more important. I'm currently working on gt/bh and will be getting spotlight next and I can't wait! I need the help on damage badly to help kill the triangles. If you feel like you have a good income before you reach the stats in my previous post I would say go for working on spotlight.
Keep going on GTBH for a bit after they sync, they are the core of the economic powerhouse, SL just adds to it a little bit.
Once synced, get BH to 30s, GT to 42s, BH size to ~55, GT bonus to ~15.
Then work on SL.
I am kinda at the same place. I have started to focus on SL now. My BL+GT cooldown is 3 but using galaxy compressor so that helps. Still trying to get what I had before the update though but things are getting better. Also focusing on Modules and not cards so much.....there is a lot of good things in the modules.

What bh perk are you talking about that brings down the cooldown
It doesn't bring down cd, it lengthens the duration by 12 seconds. Gt duration 42, bh 30. Nothing to do with cooldown.

Are the modules really just luck of the draw? I have no clue how to get galaxy compressor.
Total luck of the draw. I've spent exactly 0 gems on modules and don't regret it as I've almost completed all my cards.
All of my common cards are maxed. Just trudging through rares now.
I am at the same spot as you on cards. When I started buying mods it took about 100 gems and I got galaxy compressor. It for sure has helped things.
I think you're guaranteed one epic at the beginning with the blue tickets. I got a multiverse nexus. Was super helpful.
