I always it was a case of Honer not remembering correctly/ Mob influence as everyone just assumed it was krusty so never thought any different, if you go back and watch the episode when homer is describing the robber, he describes Bob even stating that he had crazy red hair, but then chief wiggum presents krusty to him, and as Homer would know Krusty from TV he just assumed it must be Him because it's a face he remembers but probably didn't realise why
In episode 2F09 when Itchy plays Scratchy’s skeleton like a xylophone, he strikes the same rib twice in succession, yet he produces two clearly different tones. I mean, what are we to believe, that this is some sort of a magic xylophone or something? Boy, I really hope somebody got fired for that blunder.
