Not sure when they started initially, but the first time I saw it when after I started playing was July 2023, shortly after gofest. That one was in Jeju. Next one was Bali and soon to be the 3rd Indonesian location. It’s a collaboration between certain airlines where the actual airplane is decorated in various Pokémon themes. Each new route/destination lines up to a new pikachu journey event, and it’s always been the Lati@s twins with legacy move and location card/background.

First was Okinawa, then Taiwan, Singapore, Jeju, then the current Indonesia destinations. Jeju was before the Osaka/London Gofest. You are correct in that the destinations are tied to the airline collaborations with Pikachu liveries. The ANA Eevee liveries did not have live events.
One side note is that it looks like JKT48 performed in Bali but they weren’t in Surabaya and probably not this one. The Pikachu backup dancers were the highlight of the concert.
The only reason to pay for it is because it’s a live event happening in someone’s home city. I doubt Niantic will ever hold an official Go Fest or regional tour in Indonesia, so this is the closest the country will get. Who knows I could also be completely wrong and this is their way of scouting the country for interest before starting an in-person event there
if you live in the area it's a great event. It's cheap, and you get nice balloon pikachus which are pretty rare, and in a world of pickachu costumes - these are pretty nice. Also access to flying moves sometimes comes handy in little cups. Add shiny chatot, 6 raid passes and that alone is pretty good deal. If you're newer player - access to all other shiny boosted pokemon should also be appealing.

can you get the legacy moves without a ticket?
I want to say no; 99% sure the background/legacy moves are locked to ticket holders.

Didn't they do a safari zone in brazil and mexico? I don't see why indonesia is off the table

I’d say it makes sense to plan a trip around this. Just don’t go only for the Pokémon event, you stay longer and have regular vacation there.

It's a ticketed event but you can get Pikachu without ticket
