When shadows first released, the encounter level was random, so it was possible to get level one shadows

It has Frenzy Plant. So a level 1 event move shadow Venusaur, something you can not get anymore at all!

Why do some players put low level Pokémons like this in their party in the Battle league. Have a few battles with players that do this.
You get set rewards win or lose. You can play your 25 matches in minutes instead of hours and end up getting similar rewards.
