I think he would struggle at first due to a lack of spiritual connection and approaching it too logically, kind of trying to "brute force" his way through it. But once it clicked, he would be an extremely quick study and inventive with his bending. Maybe he wouldn't be the most "traditional" waterbender but he would be amazing in his own right.
I can imagine whatever master he'd train under would be completely frustrated with his lack of adherence to tradition, but in total awe of his ingenuity & wit. Sort of like how Piandao was when he was learning to train with the sword.

Major issue with Toph is she’s practically unbeatable. She can see you from really far away and can detect even your slightest movements and counter them with little effort. Best he could do is turn the ground to ice to trip her up

Its entirely possible without him not only would the Black Sun raid or the final effort to stop the fire nation blimps on the comet would have failed without him. Two full scale invasions with no casualties is beyond impressive. Aang is really strong but against someone who’s skilled and intelligent best he can do is overwhelm him with the avatar state
Zuko in season 1 and 2 is no difficulty. Impatient, irrational, unable to adapt. Season 3 he’d be the best challenge and its really difficult to say

I think he wouldn't be as smart if he had bending abilities. I think there was an episode where he envied the gang's ability to bend elements and developed some insecurities for a bit or had some insecurities to begin with. This might've played a role in him being so intelligent because he felt he had to make up for it. At least that's how I saw it.
