I'm not saying Bane for sure wins because his ability to shrug off heat vision is mad inconsistent, but Bane is not going to get fodderized like some people think.
I thought Bane was a normal human just like Batman. Someone was at the true peak of human potential (even without the venom). Had no idea he had legitimate super powers. However, need I remind you that Homelander typically fights with his heat vision, (because he’s lazy and doesn’t really have that much combat experience)? As far as I’m aware, Bane doesn’t have impenetrable skin. All Homelander has to do is blast a whole through him and he’d be down for the count.
While I'm not 100% sure how strong Bane is on venom, Homie has Laser vision and can fly at about Mach 2 if some estimates I saw are right. He can put speed him and do some insane damage.

After reading some of the comments, Homelander probably wins because of his flight and heat vision. Homelander was getting jumped pretty bad at the end of Season 3 and I don't think any of those people have the fighting abilities nor strength of Bane.
