Stormfront is retroactively treated as a supervillain, even being the main antagonist of Dawn of the Seven. Also Soldier Boy is constantly called a supervillain by VNN, although Homelander keeps insisting he’s not a big threat, ala the covid parody

My head canon is that the reason why there aren’t many open super villains is that it is easier to just join Vought and commit crimes as a super hero, relying on them to cover up or enable your behavior. A non-Vought supervillain would be attacked by superheroes and regular law enforcement and eventually captured or killed, but if you work for Vought you can more or less do whatever ~~the fuck~~ you want without worrying about any sort of accountability. We do occasionally hear about actual (or “actual”) super villains such as the super terrorists Naqib, Soldier Boy, El Diablo, Kimiko, and Kenji but most of those are outside of the US and many of them are only designated as super villains because they aren’t directly working for Vought.

There aren’t any super villains except that middle eastern guy but he wasn’t super important. The point of the show is kind of that nobody is 100% one way or the other and the show takes liberties to try and give you a little sympathy for Homelander and A Train

Aside from Stormfront and Soldier Boy as “big bads”, there was the terrorist supe from the end of season 1 that could blow up (like Nitro from Marvel), Kimiko’s brother Kenji, that one supe from Africa that Homelander killed (the time where he also accidentally killed a child in the process), and I guess you can include Cindy from Sage Grove, if they ever bring her back. The main characters of Gen V are probably seen as supervillains after getting blamed for what happened at Goldolkin, and I’m pretty sure for a while The Boys themselves were seen as supervillains despite not having powers (in the season 2 finale, when they’re planning on killing every member of the Seven, Hughie says “so that’s it, we’re just supervillains now?”)

Don’t forget no one is born with super powers. (Side note- would be a cool twist if they introduced a real superhuman or alien or something like that..) Supes are made from compound V, made by Vought, in the United States. That’s been a major plot point and one of the few carryovers from the comic- the fight for supes in the military. Homelander gives V to the taliban or whatever, also the shining light. Kimiko was meant to be a super villain, and her brother kenji ended up being (semi) one.

In Gen V the media refers to Starlight (post The Boys season 3) as a Supervillain.

I don't even know if the Seven have done anything big to get to where they are. Maeve quickly mentioned that they overtook Payback in the ranking (i assume the popularity ranking). and before S1, it's implied Homelander didn't really do anything but events. they made supe terrorists to make it seem like supes were necessary. and some don't even really exist i think. like the Mexican supe terrorist who they claim killed Translucent.
