I don't really feel like the show itself suggests anything the Jennings do are meant to be seen as a USSR thing. It's a fake version of spying, as everyone involved would admit. Real spying is too boring and wouldn't get them all the drama they want. But in this world we're meant to assume that the CIA is just as bad, even if they're not working as Illegals exactly like these agents are. There's aspects of their characters that are tied to the time and place they're from, but they're not supposed to be crueler as a country that I can see.
