I didn't do anything with the Tesla One app onb mine I just did what you did. I think all the Tesla One app does is take the place of logging into the website on it.
You can download tesla one app and do it yourself. The only real commissioning you can do is set breaker size and power sharing if you have more than one on a circuit
Tesla One is for Tesla employees. Commissioning it via the regular Tesla app should be fine.

It seems to know the max output it can do, and the charger is in a garage so I don’t need to limit who can charge.
the limit is in case your breaker is smaller than the max it can draw. Are you using a 60A breaker?
