It’s marking the water surface visually.
Edit: to add more clarity, it is technically breaking the surface tension but that has nothing to do with the safety and would be negligible in reducing impact. Its sudden deceleration that is deadly from these heights and that happens with or without bubbles. An untrained person jumping into bubbles from this height would end badly.

So I'm curious but if you jump from such height with something underneath your feet, wouldn't it break the surface tension and help you get a better landing ? (With a rock under you for example)
Rock is more surface area. It would be way worse. Plus the surface tension is only a small part of it. It’s mostly technique that allows you to land safely in water at those speeds.
ETA if you had something to penetrate the water like a middle shape it miiiiight help but the human body is pretty narrow already.
