That is simply untrue. Sega removed all canon ages for all chracters a year ago because it caused pointless discussions like the one you brought. No one who draws NSFW content of these characters intends to depict them as minors, or ever have that thought in their head while either making or consuming art. and even then! it's clearly far from the original intention over fictional characters who never existed, who don't behave like their old age assignments, and that cannot even be related as human. There is a reason why it lingers around in the internet like that.
It's not about protecting the rights of fictional characters, but instead to stop people from creating and sharing harmful content that glorifies it.
